ABSTRACT

This study investigated grassroots development in Nigeria. It further examine public perception of grassroots development in local communities; issues and challenges of grassroots development; and identify the strategies for mobilizing people for grassroots development project.
Descriptive Survey design was adopted using questionnaire as the prime instrument for data collection from one hundred and ninety eight (198) residents in Ijebu-North Local Government Area of Ogun State. Data generated were analysed with the aid of descriptive statistics such as mean and standard deviation on Statistical Package for Social Science.
Findings of the study revealed that people are involved indecision making processes and need selection. People are also allowed to offer free services while the community are involved in planning, assessing, utilization and execution of projects. People are made to budget and pay project level while resources are provided by the people. The community members are not involved in the design and implementation of projects and there is conflict among leaders and lack of unity due to natural disaster. It was shown that traditional leaders and cabinet are used in mobilizing people for grassroots development. Sometimes the services of town union and community-based organizations in the community are used.
However, Ijebu-North local government has succeeded in the performance of this role. Though there are still some lapses like not carrying the community members along when planning and implementing policies. It therefore concluded that more is needed to be done on the issue of grassroots development in Nigeria. Among other recommendations is that community leaders, development agents, government and donor agencies should effectively utilize the various agents of traditional and mass media in members of the communities about grassroots community development projects in Ijebu-north local government area.
